Instant Availability of All Referenced and In-Progress Documents |
The process involved in creating the submittal
documentation can be overwhelming without an integrated software
tool to assist you. This effort is equivalent to creating a new FSAR only more complex
due to all of the existing plant licensing
documents including the FSAR that must also be maintained in
parallel. The Review Standard for Extended Power Uprates,
RS-001, defines the document requirements for the submittal to
the NRC. Segments of the documentation
must be gathered from internal and external sources and combined
into a single contiguous document. For the submittal
document, each section must be reviewed and any impacts of the
Power Uprate Changes must be checked and double-checked.
During the document formulation process, any issues identified by the
internal reviewers must be
tracked for resolution with the person or organization providing
the information.
An advantage of having one network platform
available to the entire organization is that departments can see the future state of the plant
design and make appropriate adjustments. This tool gives
the ability to link related documents, such as Engineering
calculations and referenced documents, and allows the end-user
to track engineering calculations performed during the licensing

Management Assistance Including Key Metrics |
Before these efforts begin, it is important to
consider how management will be able to measure progress toward
the goal of a complete submittal.
It is important to have key performance indicators that
are not only objective, but also measurable.
To this end, the software provides numerous metrics to
track document completeness.
During the internal review process, Open
Items, Comments, Commitments and Impacts to other Licensing
Documents can be tracked. Each reviewer can add and modify
this information as needed, and can specify priorities of
various items. This can then be tracked by management so
that an accurate view of the project status can be available at
all times.
Changes to the document are tracked as they
occur. This allows comparison between versions, and
restoration of previous versions as necessary.

Integrated User
Interface |
Having all of the information collected
in one place is really not
enough. Being able to find what you need when you need it
is key. The user interface provides different views.
So you can search the document, or you can search for open
issues, comments, or commitments. You can see the
Document itself and at the same time see the supporting and
regulatory documents. And if you have multiple monitors,
each item can be provided its own space to allow you to see more
information. Since the displays are synchronized, there is
no need to manually locate related documents.

Ensures Format Consistency

The format of the document must be maintained
to an acceptable level of consistency, even though individuals
with their own default formats are creating the various portions
of the document. When the deliverables are created, the
formatting is checked to make sure that it is consistent
through-out the entire document. This can be a significant
issue, if there are numerous authors. Each technical
author has a different understanding of Word Processor
capabilities. This results in differences that must be
fixed before the document is produced in its final form.

External Versions of Final Documents |
While the document is maintained as separate
sections this allows more support for multiple authors and
multiple reviewers, the software automatically consolidates the
final output and generates a Table of Contents document that
provides the necessary links between appropriate sections of the
document. The software creates the distribution version so
that it can be placed on CD or DVD and can contain either just
the document itself, or the document and related materials.
Provisions are provided for proprietary information to
automatically generate a Proprietary and Non-Proprietary version
of the submittal document.
Final documents can be created for both
internal and external distribution (Proprietary and
Non-Proprietary) greatly reducing the time and effort of
maintaining two documents and assuring absolute consistency
between the internal and external versions of the document.

During the regulatory review process it is
important to locate information pertaining to regulatory questions (RAIs) and responses in
a timely fashion. The search capability makes it easy to
identify appropriate sections of the document, and find the
answers to questions. Having the background information
synchronized with the display makes it easy to verify sources of
information. This functionality will prove invaluable
during the licensing review process. |
Manages Long Term Compliance |
By continuing to use the system after a
successful submittal, updates and plant mod packages can be
followed. Comments which normally fall between the cracks
are continued to be tracked and attached to the appropriate
related information.
