The
Engineering Workforce Management System (EWMS) was originally conceived as a
software system for a nuclear power plant engineering department to
address the number of open tasks being reported to the NRC and INPO.
The system consolidates the information under projects so that only pertinent
information is tracked and reported to management, oversight, and regulatory
authorities. A project could include a number of different Engineering
records which all pertained to a single effort. Consolidation greatly
reduces the number of efforts being reported and highlights only the important
or pertinent open items.
EWMS
has evolved into a comprehensive and complete system that assists management and
the workforce to effectively plan, execute, and track engineering work efforts.
The system has been integrated with the personnel skills databases and the
business plan for the department.
Information from the plant Configuration Management Information System (CMIS) is
downloaded daily into EWMS and changes in status etc. are identified and
reported. Included in these reports are Work-Orders which have been put on
delay. Often when the delays are identified, the cause can be quickly
identified and the Work-Orders can be removed from delay immediately.
Other reports show tasks that have been completed or new tasks that have been
generated.
The
engineer can review all of their tasks in a drill down list and identify
man-hour estimate and schedule changes on a continuous basis. The schedule
and estimate information can be exported to Primavera or Microsoft Project for
detailed project management.
Skills data is also stored within the system, so that tasks can be assigned to
engineers on the basis of skill and desire to be involved with the designated
efforts. Also, skills can be assigned to tasks so that areas requiring
additional resources can be identified.
Budgeting information has been added to the system so that all of the budget
information for each project is online, and budget reports can be generated and
summarized quickly. The budget process has been significantly enhanced by
its integration into EWMS.
A
performance review module is integrated into the system that allows engineers to
comment on their performance and managers to evaluate the engineers both on a
specific task and also on the basis of competency and job standards.
Engineering qualifications have also been added to the system to aid in the
process of selecting the right individual to perform a specific task.
A presentation on the
Engineering Workforce Management System (EWMS) was given at Primavera's 20th Annual User
conference on November
9-12, 2003. EWMS was developed for RG&E to efficiently monitor and manage
the engineering department. Various functions of the system was
demonstrated to show how they integrate with Primavera to create a living
